An Organization Administrator can grant manage project permissions to make someone a Project Administrator on a project to project basis. A Project Administrator doesn't have all the permissions of an Organization Administrator, but can manage many aspects of a project that those with create/edit permissions cannot. A Project Administrator can do the following:

Duplicate projects

Apply project relationship rules

Manage groups (for project only, and only if toggled by the sys admin)

Add and delete baselines

Manage project releases

Manage project tags

View users and manage project permissions

Manage attachments

Re-index a project
